Environmental scientist Professor Chris Gordon has argued that Accra's recurring flooding crisis goes far beyond heavy rainfall, describing it as a result of long-standing governance, planning, and environmental management failures.
Speaking on recent flood incidents that affected several communities across the capital, Prof. Gordon said the problem cannot simply be blamed on the weather. Instead, he believes years of poor urban planning, weak enforcement of regulations, and the destruction of natural drainage systems have made the city increasingly vulnerable to flooding.
According to him, many of the challenges facing Accra today stem from the way the city has expanded over the years. Wetlands and natural water channels that once helped absorb and direct rainwater have been replaced by buildings, roads, and other developments, reducing the land's ability to manage heavy rainfall.
Prof. Gordon noted that population growth alone cannot explain the situation. He pointed to major cities around the world that accommodate much larger populations while maintaining effective drainage systems and better urban planning structures. In his view, disciplined planning and strict enforcement of development regulations are key factors that determine whether a city can successfully manage flood risks.
The environmental expert also expressed concern about the growing number of buildings being constructed in flood-prone areas and on wetlands. He warned that every new development that blocks natural waterways increases the likelihood of severe flooding whenever heavy rains occur.
Another issue highlighted by Prof. Gordon is the concentration of economic and administrative activities within Accra. He suggested that Ghana should consider long-term planning strategies that reduce pressure on the capital by encouraging the development of other regions and cities across the country. Such an approach, he said, could help create a more balanced pattern of national development.
He further stressed that flooding is not only an environmental challenge but also a governance issue that requires stronger coordination among government institutions, city planners, environmental agencies, and local authorities. Without significant reforms, he warned that the situation could become worse in the future, especially as climate change is expected to increase the intensity of rainfall events.
